AB  - John  Last  defines  public  health  in  his  dictionary  of  epidemiology  as,  “Efforts  organized  by  society  to  protect,  promote,  and  restore  the  people's  health.  It  is  the  combination  of  science,  skills  and  beliefs  that  is  directed  to  the  maintenance  and  improvement  of  the  health  of  all  the  people  through  collective  or  social  actions.”1  These  efforts  organized  by  society  are  focused  on  “creating  conditions  in  which  people  can  be  healthy”—the  mission  of  public  health  as  defined  by  the  Institute  of  Medicine  (IOM)  in  its  1988  Report  on  the  Future  of  Public  Health,2  and  confirmed  in  the  IOM's  2003  report,  The  Future  of  the  Public's  Health  in  the  21st  Century.3
